Description
"The accusations and counter-accusations between the leading statesmen of the belligerent countries as to "Who is responsible for the War?" were again set in train by a speech of the German Chancellor in the Reichstag, 5 July 1916, continued by M. Sazonoff, late Russian Foreign Minister, re-opened by Viscount Grey in his speech to the Foreign Press Association, and replied to by the German Chancellor 9 November 1916. Some of the admissions made were of great significance."
