As it says in the name of the toy, Clackers are meant to be twirled to hit one another. The idea is to make a gentle up and down hand motion, which enables the two balls to swing apart and then together. The noise that is made by the balls hitting each other is the clacking noise which gives the toy its name. The idea is to be able to make the balls clack above the hand as well as below.
