The site of the proposed Gaol is immediately to the south of the building lately erected for the Faculty of Advocates and Writer's to the Signet and extends south wards from the back of the said building about 200 feet, bounded on the east by the new justiciary court room and on the west by east side by Libberton's Wynd being about 150 feet broad. The Gaol must consist of two distinct parts, the one for civil debtors to contain from 20 to 30 apartments of different sizes the other for criminals to contain 50 to 60 cells, with the necessary day rooms and other conveniences. There must besides a chapel and a gaolers house and as the vacant space must be laid out in the most commodious manner. The entry to be from the Lawnmarket at the west end of the new building.
