he is also sublimely indifferent to the consequences for others, when once he has received his orders & his blood is up! The weapon on which they chiefly rely is the "nagáika", a whip with weighted thongs. There seems to be a spirit of excited anticipation abroad among the public. In certain distant quarters of the city the attitude of the mob has been so dangerously defiant of late that recourse by the soldiers (or rather the police) has to fire- arms has been necessitated. Who can blame the people?
They are starving here in Petrograd, there is no bread for them; there is no shortage of grain in the country, but it's being held up.
The cold is terrific & the people are suffering terribly. If the Tsarina & her party think she they'll starve them in to making peace, she's they're mistaken. They'll rebell [rebel] - already there have been bread riots all over the town & a little more & there will be a general "upheaval" - & a big one too! The people & the army are up in arms against the Tsarina & her pro-German followers & the talk everywhere just now is against the Tsarina.
