"M. Raemaekers knows the German people - no one better - from top to bottom; from the Junker to poor Michel - the butt of his fellows, who more than any one has had to bear the brunt of the struggle in his sons and his own person. We have heard much of the starvation by the hated Britisher of his women and children, but no word of him, the bread-winner. Michel is the one German for whom the Artist has a soft corner in his heart, and here he is depicted as the simpleton who bears no malice and is altogether unable to comprehend why, decked out in a Revolutionary cap and badge, he is put forward by his Army and Navy chiefs as the principal central figure in the surrender of both."
