"Seems to be a Neutral - Sink him"
Description
"Early in 1916 the German policy of ruthless U-boat warfare was extended by a diplomatic warning to neutral merchantmen calling at English ports. In practice the Germans at first used their submarine power as a lever to extort from small neutrals, such as Holland and Norway, greater supplies of imports. But as the year came to its close the Germans' calculation of enforcing a German peace by crippling the sea commerce not only of the enemy but of Europe generally, was shown in the steady increase of neutral tonnage sunk."
