Description
"The Kaiser: "We will propose peace terms; if they accept them we are the gainers, if they refuse them the responsibility will rest with them."

"The date of this cartoon is 17 July 1915, at which time the Germans were putting forth "feelers" about peace terms separately to both France and Russia. M. Sasonov, the, the Russian Minister of Foreign Affairs, subsequently declared that no notice had been taken of the "unofficial" emissaries. By the end of the year German popular opinion was crystallizing in favour of an early peace, though Maximilian Harden had declared in the Zukhunft, 24 November 1915, that the Allies believed "just as piously and sincerely as any German in their victory", and were pursuing "a war of exhaustion the end of which is beyond the range of human vision".
