In July 1997 Donald Dewar, then Secretary of State for Scotland, committed to building the new Scottish Parliament in Edinburgh. The three sites initially shortlisted were St Andrew's House, Haymarket and Leith Docks, next to Victoria Quay, the Scottish Executive building. Holyrood was a late entry to the selection process because originally it had not been expected to become available in time, but in December 1997 Scottish and Newcastle agreed to vacate the site by early 1999. After feasibility studies were carried out for all four potential sites, Holyrood was chosen in January 1998.
