"The Victory Volume would be singularly incomplete without some representation of the man whom the President of the French Republic had the prescience and the daring to place at the head of affairs at the most critical period, not only of this war but of France's share in it, a man aptly described by Mr. Buchan as - 'the French spirit incarnate - a master of the beau geste, a maker and destroyer of governments, with an inexhaustible zest for life, brilliant, warm-hearted, catholic in his interests, and utterly courageous.' (1) He called upon his country, and his countrymen responded with a support which no French Ministry since the outbreak of the war had enjoyed, and he won right through not only the most strenuous year of the war but the negotiations which carried the world to peace.
