Description
"Once America had declared war the attainment of victory was undertaken in no half-hearted manner. The grimness of the struggle was apparent to President Wilson from the first; he was content with nothing less than the marshalling of the whole of the American peoples in a fight to a finish against the idea of German world domination. Addressing Congress on 2nd December 1918 before sailing for Europe, he briefly reviewed America's efforts, and gave the number of men they had put into the field in an incredibly short period."

Raemaekers combines President Woodrow Wilson's and Kaiser Wilhelm's heads with the bodies of eagles. The eagle was a nationalistic symbol of both the United States and the German Empire. Wilson's placement looming over the Kaiser represents the Allies' victory over the Germans in battle and the United States' aid in defeating Germany.
