Accompanying the flag is a ceremonial document from the Russian government to the British government, the text gives thanks and recognition to the increasing bonds between Britain and Russia during World War I. In addition, a copy of Town Council of Edinburgh minutes from a council meeting on 30th October 1917 in which, paragraph 9 of section 'New Business' notes 'the presentation by the British Flag Committee in Petrograd and Moscow of a Russian Flag and Standard in recognition of assistance given to British Hospitals established in Russia.'.
