The House of Call was the oldest lodging-house in Leith, founded c.1870 by Mr William C. Millar and others. It was opened with the idea of providing a place where dock labourers could be paid their wages - instead of their being paid in a public house.
In 1872 the administration of the House of Call was taken over by the Association for the Improvement of the Condition of the Poor in Leith.
