Description
"But in order that, at the happy conclusion of the War, which I confidently hope is not far off, all that is necessary and appropriate in this respect may be done at once, I desire that preparations be immediately concluded. The reform of the Prussian Diet and the liberation of our entire inner political life especially are dearest to my heart - Wilhelm, in an order to the Imperial Chancellor and President of the Prussian Council of Ministers, outlining necessary reforms of Prussian electoral law."
