This was site 2 of 5 proposed sites for the new City Hall, in the official report, by the Town Clerk, Thomas Hunter, and the City Architect, Robert Morham, 'on the proposed sites for the New City Hall to be erected under Mr. Usher's Gift'.Note, the actual Lothian Road site is not included in this report on 'Five Suggested Sites', dated 30th September 1898.
This site has a frontage onto Chambers Street and to Lindsay Place, and would cover an area of 3858 square yards. The planners proposed for a lane to be left between the new hall and the Museum adjacent, so that there could be a street on all sides of the building. The proposed site would accommodate an audience of around 3500 people, but further land to the south of Bristo Port Lane may be required if additional space were needed for example, for 'carriages in waiting'.
