This petticoat would have been worn by a Newhaven fishwife not for special occasions or for everyday work, but for the afternoons.
The fishwives of Newhaven were famed for their looks and their colourful 'gala' costume (worn of special occasions). Navy, meanwhile, was a commonly used colour for their everyday wear.
