The Japanese garden was in the grounds of the Naraya hotel which opened in the seventeenth century and closed in 2001 due to enormous inheritance tax. Many rich people such as politicians, financiers and rich foreigners stayed at the hotel. The original Naraya was a traditional type of Japanese hotel called "ryokan". To compete with a famous rival hotel, a new western style building was erected for foreign visitors and the name changed from the Naraya ryokan to the Naraya Hotel.
