This map depicts the new hall in a circular design at the west corner of the Meadows with a new road from Lauriston Gardens to Melville Drive separating it from the rest of the Meadows park. This map is contained within a bound document dated 4th July 1898, which contains another map detailing 3 other proposed sites.
A memorandum within the proposal document gives reasoning for this choice of site: the Meadows covers 75 acres, and the proposed city hall site including open ground around the hall would cover just 1 and a third acres; the rent on the Meadows which was used for grazing land or recreation was relatively low; the city was expanding southwards, and so the site was central; standing alone, there was opportunity to create an impressive building of 'beauty'; ease of access; the addition of a winter garden could be included in the design.
